A member of the Association of Holocaust Organizations, the HERC is only one of six Resource Centers in the state of Pennsylvania. It is staffed by one part-time professional who is a graduate of Yad Vashem's Educator's Institute and an active member of the Pennsylvania Holocaust Education Task Force. A Holocaust Education Committee assists with planning events and activities, and there are several dedicated volunteers who help with different aspects of the HERC's activities. Sponsored by the Jewish Federation of Northeastern Pennsylvania, the HERC is supported by the Federation and private donations.

The Resource Center has cooperated with the Communications Department of Marywood University in the production of two videos - one , a round-table discussion with survivors entitled "Survivors Speak: The Holocaust Symposium 1996.", the other, which is entitled "The Holocaust: Survivors and Liberators."
